It has not been fishable for a long time but I heard on the golf course that they closed the power plant on it so it might become open soon.

I live close to this lake and as of right now the gate is locked and they have full time security on patrol out there. I wouldn't advise trying to sneak in there. I know a guy who worked there up until it closed and he says that Luminant has no plans to ever make that lake public.

I work just down the road from it, I look at it on the arial photos regularly. No boat ramp that I can see. I would love to get on there too.
