Port lavaca has a public pier, you can run up the road to the lighted area at powderhorn lake, or quick half hour to the copano bay lighted bridge.
Other than that, not a lot of decent access without a boat.

There is the public pier at the park on Hwy.35 on the west side of the bridge, or go across the bridge and fish off the old causeway. There is another pier a couple miles north of Port Lavaca called Six Mile Pier. The causeway and the pier at the park have a lot of oyster beds in the water, so be prepared to get hung up on the bottom. You could go to Point O'Conner and fish at the pier or the jetties. I've always had decent results there. Just east of Point Comfort is a little community called Olivia that has a few spots to hit the water.
