October/November in my past experience. Haven't been really good runs in the last number of years due possibly to increase in croaker as bait.
Used to catch them by the dozens in the surf in the Fall 1-3 lb'ers, and off Bob Hall pier.
With Packery being open, there & Bob Hall might be good bets.
Last time I got into them was 4-5 years ago on the back side of Mustang Island in late October.

The Lone Star Outdoor News newspaper which came out this week has an article that indicates that the TPW Coastal Fisheries Division reports that 2009 and 2010 have been "Massive Croaker survival years (especially in the Sabine/Galveston areas) and that they predict an excellent run of Croakers in Sept-Nov. The prime croaker areas are expected to be the Galveston Bay system, Rollover Pass and Sabine Lake areas, with good catches all the way down to the Lower Laguna Madre. Sound yummy to me.
