I went in November of 08 and used Albert Euan. Alberts dad Nacho has been guiding Cozumel for longer than anyone else. These guys will get it done for you. I've fished a couple of times there with Nacho Euan and can recommend him to you....but don't know the one you linked to.
The flats area there is relatively small all on the north end of the island. In March, you likely will get a shot at Permit and possibly small Tarpon early in the day in addition to the bones which run small there.
Because you're likely to get spooled! What kind of 5wt reel do you have? Is it sealed? If not, you will most likely be buying a new 5wt reel when you return.
