whatd kind of speed/rpms do you get out of this bad boy? is it pretty stable in windy conditions?

It handles rough water and wind very well. Regardless of people and load it has an incredibly quick hole-shot. One person (200 pounds) with gear and full tank of gas with 27p. Tempest II 67-69 @ 5400 rpm. 2 people, gear, and full tank of gas 63-65. 25p Tempest II gets incredible hole-shot, but higher rpm and just slightly lower speeds. I am sure you could squeeze a few more mph out of it if you wanted to raise the jack-plate, but that is plenty for me. Water pressure is approximately 20-25psi.
