man that makes me angry! Good job calling the warden though. I've called on 3 occasions and always gotten a call back from the warden to thank me for reporting it. One time at ICW in corpus during a red run I saw a guy throw 12 reds in a cooler and then call his wife to come pick them up (3 were oversized too), reported, he was caught. I've also seen a guy in the san marcos river fowl hooking bass with a giant treble hook. He would see them swimming by and yank the hook into them, then give them to his son who stashed them in the car

Yeah it's amazing what some people will do over some fish. I guess it can be greed, or the thrill of doing something illegal, or for whatever reason people do it but it's not worth it getting fined hundreds of dollars just for some fish and the shame and embarassment when caught I imagine. Besides it's not good to eat too much fish. Just a little fish once a week at most and no more.
