You can get a base that it will fit on & just set it on the table or you can have one made out of a piece of flat steel with a provision for the stem of the vice to slide down in with a set screw to lock it in place.

I have the Peak vise which is a very good true rotary vies and I also have both methods of using it. I have a "C" clamp style and one with a base and both are the same price. We can talk through PM's if you want.
This is a top notch vise. I have several different kinds of vises, a Renzetti, a Nor and Peak. I have had the El-cheapo and have had Danvise so know a bit about these.

Does anyone have any feed back on the Regal? I like what I see but have never seen one except on the net. Was wondering how well they really hold.

Those look like some nice vises Rodney, sorry I do not know anything about any of them. It can get confusing. I use one I bought a long time ago at Barlow's Tackle, only spend about $20 and it does me fine and I have tied a gazillion jigs with it. If you are into tying complicated flies then you really need one that rotates more than the one I have so it would cost more. I got one for my Sis a while ago and only spent about $15 and she loves it. But, there again, we only are tying Crappie jigs and do not require all the rotation that more expensive vises will do. Both ours are all metal parts, I might shy away from vises made of plastic clamping parts. But, what do I know. 
Good luck in your decision. I am sure there are some on here that are familiar with some of those you mentioned. Maybe they can give you advise. I'm with her!! I have been tying for years, and use a cheap old vice that I've tied 100's if not 1000's of jigs on. It's all about preference, but unless you are gonna be sitting in front of that Vice all the time, or you just like the finer things, the cheap ones work just fine. Of course, I don't tie flies, or anything that might require all sorts of angles, or whatever. That may make a more functional vice worth some $$. If you are just wanting to tie a few jigs, I wouldn't spend a bunch of money. I'd spend my $ on jig heads, feathers, chenille, thread, more chenille, jigheads, feathers, etc. You might find yourself liking the different colors and stuff. With $100.00 I'd spend 25.00 on the vice, and the other 75.00 will get you really put together as far as feathers and chenille.

Bass Pro Shop has a $19.99 vise with clamp and it also rotates. You can also buy a base to set it on for $14.99. It is not the best vise in the world but great for starting out. I have been tying small jigs for bream on mine and very happy with it. The brand name is Fishnet and has a picture of a jumping bass on the box.
