In my opinion it's more how you work the fly, low and slow, than any particular fly pattern being successful. Flounder are opportunistic predators so something that resembles a fishy/shrimpy moving critter that is close enough to their mouth is probably going to get swiped at. The main problem is getting the fly to the fish - heavy fly and intermediate line, perhaps even a sinktip.
