If the water in the impoundment is 100% slack then they must not be pulling water and the tailrace would have very little current. I'd take the impoundment under that set of circumstances because a tailrace without current is pretty tough fishing IMHO.

I would have to say both. If I were to fish for flatheads I would hit the tailrace only if they were releasing water. Which at this time does not look to promising. Other wise i would hit the lakes around the timber areas.
