It is weighted, about 1 oz. Tie it to your line and throw it into the current. If you want to go far, you can tie it to a float, or a sinker.

they've been generating for well over 2 1/2 weeks and the flood gate has been open for 24 hours a day this past week..where the f are the huge strippers?

it takes awhile for fish to swim a couple miles against the current. give it a week or two and we all will be down there again.
