Based on statements about other programs, why should Congress have funded it? If there was a need or possible spinoff, the business world or corporations would have stepped in and built it.

Based on statements about other programs, why should Congress have funded it? If there was a need or possible spinoff, the business world or corporations would have stepped in and built it. If we knew what would result from SCSC experiments then it wouldn't be research would it. TFP
