Here is an interesting approach to poppers. Just build up layers of 2mm foam on the hook, wrap with another layer, secure with thread and paint.

After wrapping the final layer, you are supposed to "gently" wrap the thread around the body. Either I wasn't gentle enough, and/or my paint didn't fill as nicely as his.
