Never been there myself, but if you go to the Packery Channel please post on how you do. Might try to go there and/or PINS Tuesday or Wednesday.
Just read report of lots of large Whiting being caught in PINS surf Tuesday, just a few miles south of Bob Hall Pier. Caught on peeled dead shrimp (on bottom of course).Casting over 1st sand bar, into the mid to far end of second gut.Casting over 2nd sand bar, into 3rd gut produced mostly hardheads. Can catch specks there too, top-water baits, or I like Johnson sprite spoons, gold, copper and silver...
Suggestions for Packery Channel for specks...Would be adjustable type cork, treble hook on bottom with split shot 12"-18" above it...Then adjust hook 2'-6' from adj. cork.. Or single hook 24"-36" pre-rigged weighted popping cork...Using live shrimp and/or piggy perch...Never hurts to get a pound of dead-shrimp also, for panfish on bottom...But not sure how bad getting hung-up on bottom at PC is (YET)...lol
For free-lining, get some medium to big size split-shots plus treble hooks(treble hook on bottom with split shot 12"-18" above it)...
If don't have cast-net to catch piggy-perch...Buy a dozen or 2...
Offering a few of those and/or live-shrimp to someone out of live-bait that might be willing to let you fish next to them and they were catching fish there right before they ran out...Priceless...
(For live-shrimp, would suggest seperate 5 gal. bucket with aerator/cheaper D-cell-battery type will work)...
Anyhow, hope this helps and doesn't confuse you more...lol
.......!!Good luck!!......
