Soft plastics or top waters work well for me. You can wade straight out till you're chest deep, fish there. To the left is a tugboat cut, pretty good, and you can always wade over to the spillway.

I used to love that spot. That was my place to go when I'm sitting at work, looking outside at a bluebird day, and say, screw it, I'm going fishing. haul arse and go...
