90 hp runs great until gas hand pump gets sucked flat, replaced hand pump, gas connection, pulled fitting out of tank and no problem that I could see. Took end fitting off gas line and stuck it in tank runs good. Could it be the fitting on the tank? When I pulled it off and mashed plunger I could blow air through it?

primer gets sucked flat, can only be caused by obstruction upstream of the bulb (such as an anti-siphon valve), debris in the tank blocking the inlet, faulty bulb, or faulty fitting. or tank not properly vented.

nah, it's something they put on built-in tanks, to keep fuel from siphoning out of the tank into the bilge when an inboard engine is not running. Outboards don't need 'em because the motor is higher than the tank.
