Between the Houston Chronicle and the Galveston news papers in the last week I have seen some days with good spanish reports around Galveston piers/jetties and the Freeport jetty. (You can pull both these papers on the net and get daily and past reports). I called a Freeport baitshop last week and they reported that the spanish had been running for awhile there.
On labor day week of '03 out of port aransas I trolled up limits of spanish on clark spoons in the evening and the kings were running in the morn.
I think it was '06 that the local papers reported spanish macs running thick through all of september around Galveston beaches.
Good luck in finding the big schools. Spanish macs should be good in close as long no hurricanes enter the gulf & churn up the clear water.
