I was wondering when the bites going to be on for Pencil Poppers behind spillways and dams or actually, anywhere for that matter

At least on Texoma , anytime they are releasing water is
a good time to chunk a PP. If you are lucky enough to be there
when they first turn on the generators after being down for
a while, the fish really turn on as the water rises.
