The bilge pump on my boat powers on and it "pours" a little water out once i disconnect the hose, but when the hose is connected it is not enough pressure to evacuate the excess water from the bilge
Does this sound like i need a new bilge pump?

Also any recomendations for a good boat/ outboard mechanic in the houston area? (Johnson motor)

Are you saying that there's enough water in the bilge to completely submerge the pump, but when you turn it on none comes out the discharge hose?

Been like that since you got it, or new development?

Before spending any money I'd rule out a wiring problem by connecting the pump directly to the battery, see if does better.

If this has been this way since you had the boat, the pump could be wired backwards causing the pump to run backwards. If it was working before, and it now does not, it is probably the pump. What kind of pump is in it?

If it pumps more with the hose off than it does with it on, I would say your hose is plugged up.
