Here's a tip for times when the conditions are too rough to allow you to go out in the bay. Find a sheltered area in the flats with roadside access, and wade or fish from the shore. One good area to do this is along the aransas channel, from highway 361. Use live shrimp on a circle hook, with a small split shot about a foot away from the hook. Cast it with the wind as hard as you can, and then retreive it slowly like a soft plastic.
