I've caught Tilapia on the fly at Brauning Lake in San Antonio. Only black flies though, small.

The key word in your question is "regularly" \:\)

I've caught 'em on flies, but can't say I can do it regularly.

The problem I often run into is BG...they are much more aggressive to flies than Tilapia. In the presence of BG, about the only way I can catch Tilapia is to sight fish, bonefish style, and put the fly right in front of the Tilapia....that usually works.
