8' inflatable pontoon boat in the Galveston surf? Legal or illegal? Are the waves too high? Too rough for taking bait out farther than I can cast? How about fishing off the Texas City Dike Road? Is there and area along the Dike Road that does not get the big waves from passing shipping?
