I recantly had an electrical problem that resulted in a bent a broken skeg... I broke about 2 inches off the tip, and bent it about 3 quarters of an inch out of line.

I'm looking at getting a Skeg Guard to fix the broken tip...
But is there a safe way of bending the it back straight without breaking off a bigger peice?

Good luck. Tried to straighten mine and now its broke. I just broke the tip off. You heard the saying "get a bigger hammer"? Well DO NOT use a hammer.

I've had prop shops fix them for $100. That's welding on the replacement section and painting it. This was 2 years back last time I had it done but I'm betting it won't cost much more than that now.

Like KD said take just the lower unit to a prop shop to get it fixed right. They will use heat and a press to straighten up whats left, then weld on whats missing. Much better than a skeg guard.
