No I am only 30 but I guess I had some really good history teachers. At some point I got really hooked on history (especially military history) and attempting to understand our government.

That's OK. The president, the Congress and the Supreme Court all conspired together to 'Nullify" the intent of the 27th Amendment. It's as if it was never ratified.
