Stuff like this happens all the time, all over the country. Most all sewer mains leak and it’s gets in the water table- out to creeks, rivers, etc. If you ever dig up a sewer main half the time the soil around it is pretty wet. You have taps at every house, a lot of them aren’t watertight.

Happens all over.... I remember duck hunting on a Lavon about 10 years ago not to far from the water treatment plant and watching turds float by.
