Looks great.
Thick nylon tow strap material also works great securing PVC....doesn't look as good, but it works well and won't scratch or harm the kayak.
Straps are a good idea, but I wonder if they will loosen/stretch over time? When I built mine, I drilled a 3/8" hole in the top of the PVC... this allows a 6" driver bit to reach the inside bottom. From here, I used wood screws and fender washers to hold the PVC in place. My PVC is only supported at the ends (about 8" from each end). This way the PVC can flex and follow the slight curvatures of the hull. I thought about using screws and fender washers but because mine is supported in the middle I wasn't sure if I'd be able to make that work. Also thought about somehow contouring the pipe the the shape of the hull but after putting my kayak on it decided that it was probably unnecessary. It seems very well supported and I at least have the piece of mind that it's better for the kayak than sitting on the garage floor Makes sense. It looks great the way you built it and seems to function as you need it to. However, if the exposed fasteners that you used poses a problem in the future, nothing says that you have to fasten the middle. The screws (or straps) are only keeping the PVC from rolling off the cart. Meaning, if you need to re-work it in the future, you might want to consider fastening each end (with screws and fender washers) and let the middle float on top of your center supports... this will allow the middle of the PVC to flex in/out and follow the natural contours of your kayak (while resting on the center supports). Just a thought

Looks good. The only thing I would consider doing different is putting the rod hangers inside the frame work. That would protect them from being bumped and possibly damaged.
