In Miami the governor is calling up over 1,000 guardsmen to help with the Hurricane.
During recent wartime many national guard troops have been deployed to war zones.
So the question is;
How do states decide the minimum number of troops to keep at home when we are fighting wars abroad?

States can assign guard troops anywhere and anytime under order of the governor

I dont think they get to decide, although the National Guard can receive funding from the state it is mainly sourced by the federal government

Only a small percent of any State's # of National Guard and Reserve Troops are used in the deployments for the ongoing wars. They are only used to supplement Active Duty troops. So the Governors still have most of their troops to deploy in the times of crisis and National Emergencies.
