I throw shakey head a lot on rocks/rip rap. If I get hung up I prefer to break off rather than spoil a spot. Same here. Some shakey heads make a hundred casts and some only last 1. Using a lighter weight and keeping it moving helps. If you pause and put slack in the line, it falls down between the rocks and it's gone.
