I just found out I'm going to have a free day in South Houston on Tuesday next. Is there any recommendation for best bait, where to buy it, how far to go out for a boatless guy? No specific target, just something that might pull on the line.

i would stop at Boyd's, at the beginning of the dike, and get a couple popping corks and a pint of live shrimp. then just start chunkin where it looks good. the cork will keep you off the bottom and out of hang ups. there are plenty hang ups on the bottom near the dike. if you want to try for flounder, turn left on skyline dr(the levee)and use a mud minnow or shrimp on the bottom with a carolina rig. not too many hang ups along there and you can wade out a good ways if you want. good luck.

Go all the way to the end of the Dike. On the end you will see a guard rail. Fish on the right side of the guard rail. If not crowded, drive between the rocks and the rail.Plenty of room there. I use a "slip cork" set up. Works good there. 20# mail line with 30# fluro leader line about 2 feet, #6 treble hook. You don't have to throw FAR out at all. Maybe 25 Ft or so. You will see people fishing very close to the rocks (maybe!). They are targeting founder with the above setup.
