People like that need to loose their fishing license for life. It’s a sure bet this ain’t their first time making this kind of mistake.
+1, hefty fines (per fish over, preferably) and a few years ban is also acceptable. This: "...but will still face charges and fines that may add up to $3,000 if found guilty," simply isn't enough.
