Trolling motors on flatbottoms are temporary too in theory. If they are transom mount. No different for a canoe or kayak

If you don't have the trolling motor on and stroke it through the water you would be ok. You wouldn't get a ticket from the GW, but you would get a ticket straight to the nut house.

A friend of mine took his jonboat and launched out of the back of his pickup truck back when Fork was still 12' low and most ramps were inaccessible. He had an old Shakespeare troll motor he took with him.

He knew the law was any vessel with any type of propulsion other than manpower had to be registered with TX numbers on the side but he decided to risk it.

He is fishing along catching one after another as the bass schooled all around him. He looks up and sees a boat he recognizes as the game warden. In his haste he decides to unclamp the Tm from the boat and lets it go overboard. The GW pulls up and asks how he is doing.

After a couple mins the GW asks for his drivers license. My buddy asks Why?

The game warden tells him he is going to get two citations. One for not having registration numbers on his boat and the other for littering.
