Anyone use a float on their leader to keep baits from settling on the bottom? If so, what's the best type of float, as well as the best way to rig?

Yeah, there's a name for it - I think it's called a Santee-Cooper rig, where the float is in between the sinker & the hook.

I use a toothpick for a peg, and that prevents up and down sliding. I have a bunch of hooks, leader, and barrel swivel rigs already tied up and forgot to run line inside the floats.

Cigar floats. Make sure it's big enough to hold up your bait. Sometimes big chunks of cutbait can be too heavy for the float.

You can (I do) use the floats that snap onto the line as well.
