What is the best way to mount a trolling motor without being able to get to the underneath side

Toggle bolt. Lowe's has a large one. Very simple to use and sturdy. Can change the bolt out with a stainless bolt. Just use a screwdriver to mount and be gentle with it until the toggle starts to bite so the plastic holder won't break prematurely.
