Is there an easy way to understand the exact height my outboard should be mounted on my manual jack plate. I read a blurb about measuring the position of the prop shaft in relation to the bottom of the hull....any experts out there with advice?

Check out the BassCat owner's forum and you'll find a lot of good info. Also check out Bass Boat Central.

Better yet, go see Steve and get you a Hydrodynamic plate. The best in the business in my opinion! Steve is amazing!

At normal boat weight, raise the plate till you start seeing water pressure fall at WOT and trimmed out, then adjust it back down 1/4". Be sure and check for WP loss in turns to make sure you don't run it dry. That should get you a rooster tail near the same height as the top of the cowl.
