 tilt & trim issue

I have a mercury 60hp (4-stroke)and the tilt & trim on the throttle doesn't want to work(most of time)
but the one on motor and at front of boat never has a problem working.
Think it might be the switch but cant figure how to get to it to check.
Any thoughts on what else it might be to check first?
