I have the same problem here. If people can't train their dogs not to bark incessantly, I can just imagine how their kids will turn out.
I have to remember that it's the owners fault and not the dog's. Keeps me from making treble hook meatballs.

Back 25 years ago I had a neighbor who's dog would bark at ANYTHING. For example, if I turned on my upstairs overhead fan (visable to their back yard) the dog (a Doberman Pincer) would bark at it until I turned it off. Went over to complain. Neighbor's wife was HOT (no I don't have pictures). She would apologize but nothing would change.

Finally they had a baby and when the kid (a girl) was about 2 the dog bit her in the face. Dog was gone a few days later. It took that to get rid of that nuance dog. Pretty sad!

My dogs are well trained, I'll let them bark at stuff as normal behavior for canines, if they go nutz I'll go see what's going on, usually treed a possum or cat, I can call them off of barking with a voice command, dogs bark, its their communica, but I do understand excessive barking non stop, no bueno here, I hope my engrish wuz korrect
