Probably got a propane instead of Natural gas or visa versa.

Ok got an update...lol. Sorry, I am a teacher and coach and my kids all play basketball as well on the weekends so I have been out of pocket.
There WAS a leak in the hot water line. I am guessing since it was cold the day I went and checked the meter to see if it was moving with nothing running, maybe I wasnt patient enough. But basically I am guessing it was expending hot water under the house at the rate to where it was constantly just filling and heating where it couldnt keep up. Its crazy, because a leak was the first thing I checked for...it was cold and maybe I gave up too quick watching a water meter in like 15 degrees...lol.
Thanks for all the help...its good to know that we have a ton of good minds that come together when there is an issue. Ill be back on here with the next one!

so as of right now until we get a plumber out, I let the tank fill up and then kill access water to it. That is until we need to briefly use hot water, then I turn it on to provide pressure, back off when im done...repeat.

it was probably frozen when you checked it then thawed out and started leaking. is it leaking under the slab?

So I suppose the leak is less than the tank size? Meaning the duration you leave it off the tank wont empty?
I would hate to have cold water rush into a water heater that was trying to stay hot.
Bad things can happen if tank goes empty...
I guess Im glad I was wrong about lines being crossed. But that would have been much simpler in the end I reckon.
