I used to use pack baits up north to tournament fish for carp at the pay lakes. I've tried them down here with zero success. Best thing I found they bite on down here is horse creep pellets . U can chum with them and rubber band them to a hook . Work really well

Those creep pellets have around 15-18% crude protein. Ill have to see if they draw bait and cats.

Pack bait has worked well for me at Emma Long on several different occasions. Nowadays, I always fish with some kind of pack. But it always helps to seriously prebait with soaked field corn or range cubes or your own concoction. I have blanked on several California waters when I fished without prebaiting. Prebaiting (chumming) is illegal most places in California. My go-to pack is grits; it seems to work in all seasons on the wild waters that I have fished.
My Grits Pack Recipe: 18 oz Instant Grits 9 oz Quick Grits 1 Handful of Raw Shelled Hemp Seeds 3 oz Strawberry Gelatin Dessert 14.75 oz Creamed Corn
The hemp seeds are optional.
I have never had much success with rice pack.

I have caught off of rice pack down Houston way, but always in the summer time. An old paylaker once wrote that the colder the water, the smaller the particles for your pack. More important than your bait, though, is fishing where the fish are...and that is all dependent on where you are fishing and when...which takes experience to learn. Generally, if there are fish there, you should get a run...
