I just bought a new fury 4 blade 25 pitch for my pantera 2. It has the holes in the prop to help the hole shot. How do you go about setting it up? The vent plugs..

You should not need any plugs with a fury 4. If you blow out on takeoff (which fury don’t do) then you add a plug to the prop (several sizes to try). If it still blows out after adding 1 plug, then add another plug. The plugs are only applicable during the holeshot, they have no affect on top end.

First thing is to get the prop height set to maintain recommended water pressure at speed. Once that is set, then determine if you have blow out on holeshot. Add plugs till the prop no longer blows out on holeshot. I use solid plugs and just drill them to fine tune. I find this easier than removing and changing out sizes.
