Ì would imagine that every HS organization out there would be interested in a solution to the problems that your describing.
If you can come up with a way to do it, I'm sure they are all ears.
For now, the best they can do is tell the club's to talk to their captains and address issues as they happen - if there is a complaint and some sort of evidence of wrong doing. Ie- TX numbers, photos or video.
Short of This, I'm not sure what else can be done or what you wish for them TO DO.

You can't keep spinning that cylinder without hitting a live round sooner or later.

I hope the governing bodies and boat captains will address the safety issues...

Wow Doug, we finally agree on something and well said. Wouldn't want to guess on the percentages but an educated guess would be around 50% of these kids just want to go fast in a bass boat and/or race another competitor to a spot that they have no idea if it's holding bass or not. Make about 10 cast and race to another spot. And it's not just kids, the big boys do it too. 250-400 HP motors will bring out the worst in some people. See it on here all the time, guy looking to buy a boat and the first thing he ask is "how fast will it run." Answer ? Faster than a fish can swim, lol.

I am a Senager. (Senior teenager) I have everything that I wanted as a teenager, only 50 years later. I get an allowance every month. I have PU truck and a bass boat, I am blessed.

That is exactly why I own a 10yr old boat. I go into "bumper boat" mode.

Really think you guys need to cap off the number of boats at 100. 200 + boats(especially inexperienced) is very difficult to manage on any lake. Why not do multiple small events which would require less captains and do it like a "make the team" type deal.
