It also seems a long handle rod isn't helpful with thus twitching motion

I often fish the fluke on a 1/8oz weighted 3/0 twist lock hook on 15lb Seaguar Floro using a 7' MH rod with a 6.8:1 Lews reel. I like the weight this time of year as fish are active and the faster fall rate has a tendency to trigger more strikes IMO. As the water cools off more or during the summer I will take the weight off or use the barrel swivel technique mentioned above.

Since you are concerned about too much stretch in your line and if you choose not to go with braid or fluorocarbon, I would suggest P Line CXX and 12# is plenty strong as others have suggested. It has the least stretch of most other co-polymer lines and all mono. lines.

I use a 7'MH with and a 7/1 Revo STX........course I use that on everything!

Something else funny, I rig my fluke backwards, with the hook tip in the slit from the top... I never ever rig one that way and I fish flukes all the time.

I use a 6' 8" or 7' MH baitcasting rod and a fast 7:1 or 8:1 reel with 15# fluoro to the bait. I always use a fast ratio reel for soft plastics and/or jigs. Any bait where I may have some slack line between me and the bait I want to be able to pick up the slack fast.
Mono does have a lot more stretch than fluoro but if you are on a budget it may be your best bet. Fluoro is expensive and it has it's own set of issues. It has more memory than mono, it is less forgiving if you nick it, and it costs about 3X what mono costs. One good thing about Fluoro is it sinks so it makes your bait run a little deeper in the water column than mono.
So when you are fishing a Fluke or a Senko, you don't need to add weight to make the bait sink faster than if you were using mono. I can't say how much faster the bait will sink on fluoro than mono but it is noticeable. Listen to Ken... he is right... I also use the fastest reel I can get by with especially on Fork... I want to get that fish up and out as fast as possible, even when fishing out deep because I feel it could spread the school out if you take your time with it... just my opinion

I fish mine on a 7' MHF rod, casting. I pair that with an old Curado B Sperfree reel (6.3:1) with 12# McCoys Mean Green. Fish it weightless or with a nail weight in the tail for further casting distance. Tip down, next to the water. I have used 7'6" rods for this presentation as well, but all casting rods, not any spinning outfits. Hope this helps. Tight lines, keep safe and good luck.

This. You might try crimping a split shot on the shank of that 3/0 hook.
