Yes. Carp will occasionally clear the water completely. Buffalo also come to the surface but will not come all the way out of the water. One of the theories as to why is that they may be cleaning their gills. Since they are primarily bottom feeders, their gills may get cluttered with silt and need cleaning. If they are jumping, then they may be feeding.

In deep water they are probably trying to release air from their swim bladder to adjust their buoyancy.
Or maybe they just feel froggy.
A lot of different species breach in order to gulp air where oxygen levels are low. They may also be trying to knock parasites off.

I have seen them come out of the water like a mullet near my dock . Big ones , more lately .
