I can back up on a level surface fine as soon as I hit my driveway they lock up. It's about a 30 degree slope I've backed up it twice no problem. Last night it wouldn't. It's 2006 BassCat with a tandem axel. Any advice is appreciated.

Electric solenoid on brakes is failing to engage. Could be a bad solenoid or wiring.

Did you forget to hook the wiring up to the trailer by chance? It happens.
