Is this 15 inch white bass considered big medium or small for a sandy

Big and maybe Magnum depending on the lake.

That's a good size white bass. I would say in the big range. Any bigger and you're looking at extra large. Most keeper white bass are between 10-13 inches.

for Ray Roberts that's big. Btw I will be out there tomorrow. Found a huge school of them on Wednesday and I'm going see if they are in the same spot tomorrow morning. If you're interested it's on the west side of Cates point. We launched from the johnson branch boat ramp and went around the main point. They were everywhere. Good luck!
