 1997 Johnson 150 loses power

Takes off and gets on plane for about 150 yards then motor loses power but does not die. (kinda surges) Try to take off again to get on plane but motor sounds like its struggling to get fuel. My buddy pumps the primer bulb and it runs wide open just fine. If he stops pumping the bulb it starts to lose power again. I replaced the primer bulb and checked all hoses leading from the gas tank to filter and then the motor. Tightened down all clamps a little but still has not fixed the problem. What else should I do or check to try to solve the problem?
