New Boat / Envinrude Motor Issue

Well, I'm hoping someone on here can point me in the right direction. I just picked up a mint condition Frontier 2104 with a 2008 Envinrude e-Tec 150 (saltwater series). The motor has 100 hours on it as of last month and the dealer just replaced the EMM module. The boat has no power with little to no rpm when trying to get it up on plane (it stutters a little and will stall). Once it does get up on plane you have to have the trim/JP just right with almost WOT to get it to about 4K rpm (highest it will run). I did replace the fuel filter and because this boat has been garages kept with little use (2010 model) everything looks pristine. My question is - does the EMM module affect the injectors / fuel and or is it a programming issue? I'm hoping it's that easy and am waiting for the person I just bought the boat from to contact the dealership that did the repairs to try and get back in. I'm stressing right now so appreciate any advice or guidance.

the emm controls everything on that engine, it will need to be scanned

There are literally no owner serviceable components/systems on that motor. There are some fault codes that when they occur and are stored will not let the motor run more than 1200 PM. The EMM does control everything including the injectors and also monitors and controls the fuel flow rate through the injectors. Your symptoms sound like a bad injector. I'm starting to think the EMM is the weak link in those motors. I have a 2015 90HP and it just had an EMM replaced at 240 hours for a bad voltage regulator. You didn't say what dealer changed the EMM, but Chris at Action Marine is about the best etec guy there is. Aaron and his guys are top notch.

The previous owner had the work done at Red Wing in Houston just last month so it looks like I'm gonna need to get it back to them to see if it will be covered / me avoid having to cover something.
