I would say Definitely get one done!! The $$ up front to check could save $$$$$$$$$$$$$ 2 months down the road!

Do I pay for it and have it done before I purchase the boat or does the seller typically have the compression test done?

Ask him if you can take it to a mechanic of your choice and you pay for the compression check. If he still does not want it done.
RUN.

If the owner doesn't want to have a compression check done, then walk away! This comes from a guy who doesn't even own a boat.

Don't walk, RUN far away. Too many other options out there. Something else to consider besides a compression test is to take it to an authorized dealer to have the motor scanned and get a health report. Besides compression it tells you if there were any faults, recalls, service history and actual hours on the motor. One more thing it does is tell how many hours the motor has been run in 1000 rpm increments. Sad to say when it comes to bass boats some have all their hours at idle and WOT. These motors tend to [censored] out in 500-700 hours, imagine that. If the motor was cared for and most its run time was in the mid rpm range then its not uncommon to get 3000 or more hours out of it.

Compression test are very cheap; all kind of red flags here. Only things worse than this is if he would not let you test drive it before purchase.
