Tilt button not working

I have a 1997 115 HP Johnson outboard. My tilt button on the throttle will raise the motor but will not let it down. The button on the motor works both ways. Any suggestions on fixing this? Can I fix this myself?

check your relays for loose connections.
my 96 175 they are on the upper front port side, look like 2 lil black boxes.
also if you can find the wire coming from the hand control you can use a meter to check, either ohms or volts. volts is easiest, check for pwr and start tracing.

Check the green wire from the control switch to the pin connector under the console. Does the bow trim switch work?

It's possible for a 20 YO switch to go bad.
