Either vent is restricted or fuel fill line has bend in line. I had a boat that was hard to fuel...could do very slowly....I shortened my fill line and reattached to tank....problem solved.

If its because the gas pump nozzle is kicking off, turn it upside down when you fill your tank.

Had a boat like this because vent was clogged. Very hard to fill. Could be either fill hose or vent hose.

If it's a newer boat then you have a filter on the vent (thanks to the EPA)that could be stopped up or it could be the vent like mentioned above.
