Up by the tongue but can be on either side. Can be inside or outside of the rails. Just have to look for the plate or decal. Some will have it stamped into the steel on top of the rail in this same area

If it's a manufactured trailer yes, if home made no.
I am a Senager. (Senior teenager) I have everything that I wanted as a teenager, only 50 years later. I get an allowance every month. I have PU truck and a bass boat, I am blessed.
