i am currently looking to purchase a way to carry a kayak on top of my 2013 Mazda 3 that does not have a rail system on top of it. i was looking to see what y'all suggestion on ways to carry a kayak. maybe a rail system and if so what one that won't break the bank or are the foam pads a good option?

Look for a used Yakima Q tower setup. You'll probably have to order the Q'clips" that are made for your car, but those are't too expensive. I scored my whole roof rack for about $250.

Another cheaper temporary option is the Yakima foam block kit from Academy. I used this for almost a year when I had my older Accord. It worked well for me.
